Hello Central Ward:

Let's see who will be ringing our bells and phones first trying to gain our support in 2010. The question still remains can we ever get an effective representative for the biggest ward in Newark? Has anyone heard of any names of people running for the Central, I would like to attend a forum to hear what their platforms and what new ideas they are bringing to the table.

Charon JW Motayne will be an effective representative for the 2nd largest Ward. The South Ward is the biggest Ward in Newark.

I heard about one candidate Charon JW Motayne she’s running for the Central Ward Council seat. Below is the Biography of CHARON J.W. MOTAYNE, CPA.



Graduated Cum Laude from Seton Hall University with a BS degree, double majoring in accounting and marketing while obtaining a minor in fine arts. She also completed several graduate courses in Public Administration from Columbia University.

Ms. Motayne is a licensed Certified Public Accountant in the State of New Jersey and has been practicing since 1982 and served as a consultant and later as Acting Director of Finance for the City of East Orange. Prior to starting her own firm, Ms. Motayne was employed by Deloitte & Touche.

Ms. Motayne’s practice includes audits and consulting for Governmental and not-for Profit entities with a unique specialty in cooperative housing. Additionally, she provides training sessions for Cooperative Boards both locally and nationally.

Since 1989, she has and presently serves as a consultant to several cooperative boards and provides expertise in the area of policy development, internal auditing, special projects including construction projects, contract negotiations and reviews and many other operational issues.

Ms. Motayne has successfully written grant proposals for High Park Gardens HUD Assisted housing developments in Newark. The total amount of grant funds received and administered in the last 12 years in the amount of $1.9 million.

Additionally, she has participated in lobbying efforts for legislation and is working with Attorneys representing Cooperative Housing on the passage of legislation that will allow Cooperative’s to utilize landlord/tenant court for occupancy violations. In 1999, she successfully lobbied for legislation, which has allowed for Tax Abatement extensions for limited dividend affordable housing cooperatives in the State of New Jersey.
She was also responsible for securing financing in the amount of 10.5 million dollars for High Park Gardens for the payment of its HUD Mortgage and Capital improvement program which she is presently overseeing and serves in the capacity of General Construction Manager.

Ms. Motayne presently serves as a member of the Newark Central Planning Board and formerly chaired the Board for three years, a member of the Essex County Republican Committee, for which she has served since 1981, member of the Newark Housing Authority’s Dr. MLK Corridor Committee for which she is chair of the JFK Recreation Subcommittee and Founding Member of the New Jersey Federation of Housing Cooperatives.

Ms. Motayne is the Legislative Aide and Chief of Staff to Essex County Freeholder President Blonnie R. Watson.

She is a long time member of Saint Mary’s Parish and Jersey Ski Club

Ms. Motayne is married to Mario Motayne and celebrated her 28th Wedding Anniversary in August 2009 and is the mother of Khari who is sixteen years old and a Student at the Peddie School in Hightstown, NJ
