The part that got me was the paragraph that stated how little followup there was. I mean, why are we cutting checks to groups without ANY followup and success indicators?

Valid point. However, that particular quote came from the Executive Director of the Hispanic Development Corporation which operates under the umbrella of the New Community Corporation. This group also was/is fervent supporter of Cory Booker's candidacy as Mayor, so they weren't likely to say anything positive regarding the current Newark administration. Look, these block grants have been cookie jar giveaways for many years. It's time to bring more accountability into the picture. BTW, is it unreasonable to expect that a Hispanic should be running a Hispanic Development Corporation?
